I don't know what the Ray tool is, but here's the answer using Desmos

You should notice a couple of things. The minimum occurs when the absolute value in the brackets = 0.

x + 2 = 0

x = - 2

The y value comes from what is left over after you find out that x = - 2.

You should note for questions like this one y = f(x)

y = 1

The point (-2,1) is labeled for you.
