The exponent rule for dividing is: if the bases are the same, keep the base and subtract the powers.

11^ -4-8) = 11^(-12)

The exponent rule for negative exponents is rewrite as 1/(11^12)

11 to the negative 4 power = -14641
11 to the 8 power = 214358881

-14641/214358881=1/14641
