what was the interpreting the constitution, the northwest territory, the whiskey rebellion, and the political party? why were they all important.

In a strict interpretation of the Constitution, the federal government can only do what is stated in the Constitution. For example, since the Constitution doesn't specifically state that the federal government has the power to create a national bank, then it can't. A broad interpretation of the Constitution would say that Congress must be given the means to carry out the powers the Constitution grants it.
