The reasons it was difficult for the United States to be neutral during the wars between France and Britain was because the French wanted the United States to help them because they loan money to the US during the revolutionary war  ( the US vs Britain) The United States didn't want to help because 1). If they help France, Britain would see them as an enemy and declare war on the US. 2)they had no resources or army they bearly became independent from and had no way to send armies to both Britain and France 3) Britain also wanted help from the US to help fight France.
