A phrase is "a small group of words standing together as a conceptual unit, typically forming a component of a clause".

Also, there are eight common types of a concept: noun, verb, gerund, infinitive, appositive, particial, prepositional, and absolute.

So, a phrase in a sentence depends if it is one of the common phrases.
