first multiply both sides by 3
(x + 4)
-------- * 3 = 2 * 3
3

simplify
x + 4 = 6

now subtract 4 to both sides
x + 4 - 4 = 6 - 4
simplify
x = 2

it x= 2 ! so B is the correct option .
