7 Friends
If he has 7 friends, then each of them gets 2 chocolate chip & 3 iced cookies. Of course, this means Oliver doesn't get any!

So there are 14 ccc and 21 ic
to give each friend an equal amount of each type of cookie
that means you should find the greatest common factor of 14 and 21...
that is seven (7)
this means that the greatest number of friends with whom he can share the cookies with would be 7 (each friend will get equal amount of each type of cookie as the other)
