Delegates from lower populated states wanted equal representation (senate) which gives each state 2 votes regardless of size. While more heavily populated state delegates wanted representation based on population (House of Representatives) this is where the Great Compromise came about which created a bicameral legislator (Congress). The delegates also differed on the representation of slaves. Southern states wanted slaves to count as a person when it came to population counting (census) but, they wouldn't receive any constitutional rights. The 3/5 compromise arose from this. Which said each slave would count as 3/5 of a person. So therefore for every 5 slaves it would count as 3 full persons.
