Well, Ohm's Law states that 'the current drifting in a conductor is directly-proportional to the potential difference across the ends of that conductor, providing all physical conditions, such as temperature, remain constant'.

As you can see, therefore, only two (not four!) quantities, current, and voltage, are specified. So only two units of measurement apply the ampere and the volt.
