slope (m) = y2-y1 / x2-x1
m = 1-(-4) / -3-2
m = 5/-5
m = -1

Calculation for b,
y = mx + b
1 = -1(-3) + b
1 = 3 + b
b = 1 - 3 = -2

So, Equation would be: Y = -x - 2

Hope this helps!
