In 1865, President Johnson offered to pardon all former citizens of the Confederacy who took an oath of loyalty to the Union and to return their property as part of his Reconstructuon plan. He also issued the Proclamation of Amnesty, which made each former Confederate state revoke its ordinance of secession and ratify the 13th Amendment.
