Answer: -Bureau was underfunded and had only 1500 agents

-Had to patrol 18,700 miles of coastline and inland borders

-Had fro track down illegal stills and equipment

-Had to monitor highways for truckloads of alcohol

Responsibility for enforcing Prohibition fell to the Bureau of Prohibition at the Federal level, and to normal state and local agencies (e.g. state and local police forces.
