y=4 is a horizontal line, where all values of y are 4, regardless of x. A horizontal line has a slope of 0. [Y does not depend on x].

That leaves us with y =0x + b

For this line to go through point (-3,2), it would have to have a y-intercept (b) of 2 [b is the value of y when x=0]. Since y=0 regardless of x, b must be 2.

The parallel line that goes through (-3,2) is:

y = 0*x + 2, or

y = 2
