I believe the answer is: B. Jackson believed the national bank was responsible for the Panic of 1819.

Panic of 1819 was an economic depression which is caused by a massive drop in the price of land in 1819-1821. Jackson see that this depression is caused by the national bank because the bank make it too easy for people to obtain loan for buying land regardless of their paying ability.
