In y = mx + b form, the slope is in the m position and the y int is in the b position
y = mx + b
slope(m) = -1/2
y int (b) = 4
now just sub
y = -1/2x + 4 <===

slope of -1/2 and a y-intercept of 4, so m = -1/2 and b = 4
using y = mx + b
y = -1/2x + 4
answer is
B. y= -1/2x +4
