Yes, they are proportional. 12/16 can be reduced to 3/4 by dividing both the numerator and denominator by 4. 30/40 can also be reduced to 3/4 by dividing both the numerator and denominator by 10.

yes they are equal because 30/40 = 6/8
and 6/8= 12/16
