I'm not great with math, but if the peanut butter is $4.00 and it is on sale for $3.60 it is 40 cents off... the answer would be 10%.
To check your answer, you know that 10% is .10 as a decimal. $4.00 * .10 = .40cents, then $4.00 - .40 = $3.60

Discount price = 4.00 - 3.60 = 0.40
It's percentage would be: 0.40/4 * 100 = 10%
In short, Your Answer would be 10%
