The newborn United States soon after its independence realized that there is a high cost of freedom. The first conventional congress didn't have the power to tax and the war expenses were high. They even tried to control the situation by printing currency which was also collapsed. This further created a problem as now they have to borrow from all sorts of authorities, internal and foreign.
