b = -2

Explanation:

y = mx + b; (-2, 4)

y = -3x + b (x₁, y₁)

m = -3

y - y₁ = m(x - x₁)

y - 4 = -3(x -( -2))

y - 4 = -3(x + 2)

y - 4 = -3x - 6
