As part of his welfare reform initiative President George W. Bush allowed faith-based groups to compete for federal funds. It was 2001 when Bush declared an initiative to count on non-governmental support for people in need. He thought that religious organizations have commonly been in charge the most effective groups delivering social services, they provide money as well as emotional support. After, both houses of Congress passed bills ratifying some of the President proposal.
