500 because the birds could always wonder off the nesting site to find more food. Except if the nesting site is sealed and does not allow anyone to enter or exit which makes food as the limiting factor

The limiting factor is food. Even if there is room for 100 more, there isn't food to sustain more than 400 birds at a given time.
