okay, so slope intercept form is y=mx+b. Like a normal problem with numbers, you add or subtract from each side.
3x-2y= -16
you want to leave the y by itsself, so your going to add 3x to 16, but write it out how the formula is (y=mx+b). now, you should have -2y= -3x-16. (the three is now negative because you moved it to the other side of the equation.)

now, remember that you want the y all by itself, so, all you have to do now is divide.
-2y= -3x-16 ---------- now is y= -3/-2x minus 16/-2. (those are now fractions, but the y is alone.) now you simplify.
-3/-2x is already simplified, but 16/-2 is not so it changes into -8,after dividing the fraction.
now you have the answer.
y= -3/2x-8x (it is the same as the formula now!)

hope this helps! it was hard to explain through typing but if you read it carefully, i explained every step.
