Obviously clay is a material that won't let water drain through it, so the plan would be to substitute it with another material or to reduce the quantity of clay.

step 1. he would need to know how much soil was being drained, step 2 he would need to measure whatever was draining the soil so he could stop it, and finally he would need to know how big the object would need to be.
