Answer: 2y/3 - 2x/3 ≥ 35

If we let x as the cost for labor per hour, then the total cost for labor is
400/60 x
2x/3
If we let y as the earnings per hour, then the gross earnings is
400/60 y
2y/3
The inequality then is
2y/3 - 2x/3 ≥ 35
