This is more of a opinionated/subjected type of question. There is no set answer. People might say there is, due to the evidence and proof that there IS an answer.
But I personally think that Democratic-Republicans seem to offer a fair share of power and control, over both the civilians and the podium holders. Although, there are none of them remaining in today's modern society, I still feel that they offered a more balanced podium.
Anyways, reflecting back to today's modern society. I feel that the system of DEMOCRACY, has a better distribution of "power" [and control]. It offers Civilians rights to vote, for whom they feel should, ig you could say, "head" [???] of that given society. Not only that, but those elected have a limitation as to what they can or can't do. Office admin is also limited. They cant hold it for more than TWO/THREE (depending where you live) terms.
The key thing to think about, is analysing the political spectrum. Or the you could look at Left and Right Wing. You see nothing is really balanced, every government has pros and cons. It's not a perfect world. Remember, diversity is key in building a better fundamental society. It's what grows us.
I hope this helps :)
