14. replace x with -4
f(-4) = 3(-4)^2+4(-4)-1
= 48-16-1
= 31
16. cost, C = 4h+15 [h represent hour]

I'm not sure for #14 but I think I know the answer to #16:
In the equation, h stands for the amount of hours:
(4 x h) + 15
Does it make sense to you?
