City officials are proposing a recycling program. They must examine the benefits to their community, not just the environment, to justify the costs of the program. What environmental and community benefits do you think would support the decision to start a recycling program?

Community benefits would have to be the chemicals in plastic will not be harming the community. Plastic would less prevalent to the animals.

Environmental Benefits:

less plastic decaying in dirt which 'poisons' the ground.
prevents animals from eating rubbish

Community Benefits:

a lot of waste in area may lead to an unpleasant stench which the public would happily not have.
overall makes the community safer from harmful chemicals that may be produced from decaying plastics.

These are just a couple reasons each, hope it helps.
