Laws were enacted to help industry. Tariffs would help the start-up US industry compete with the manufactured products from England and other areas in Europe. The government also began investing in internal improvements, like roads and canals, to open up the west to settlement. The government also sold about 1 million acres of western land in 1815 and 5 million acres in 1819. This would help populate the western territories and allow them to become states in the near future.
Most of these actions did not effect the South, with the exception of cost them more taxes. It appeared that the national government was enacting legislation specifically aimed to help the northern industries and the western farmers.
