What is meant by the phrase "unalienable rights" in the introduction to the Declaration of Independence?

Rights that people have to earn through good behavior
Rights that cannot be taken away by government
Rights that are limited to citizens of the United States

The answer would be B., since this means that no matter which country or part of the world you're in, there's specific rights that you have to protect you as a human being, or in other terms, protected no matter what alienated country you're traveling to. They say the term "alien" meaning each country is like a whole different planet, so when people travel from there to here, or from here to there, they're known as "aliens". xD
