in form
ax+by=c
the slope of the line that is perpendicular to that is b/a
given
3x+2y=8
perpendicular line is 2/3
y=2/3x+b
find yint
where x=0
3(0)+2y=8
2y=8
y=4
yint is 4
y=2/3x+4
