we can combine thos fraction ssince same denomenator

(3y)/(7)+ (1)/(7)= (3y+1)/(7)

so

(3y+1)/(7)= (3)/(7)

times both sides by 7
3y+1=3
minus 1 both sides
3y=2
divide both sides by 3
y=2/3
