When conducting a stakeholder analysis a group identifies the individuals or groups affected by a proposed action. A citizen group wants to open a new youth center in a location currently zoned for light residential use. The group is required to perform a stakeholder analysis and present it before the zoning can be changed. Which step of a citizen action plan does a stakeholder analysis fit into?

the answer is NOT determining the goal and criteria. I just took the test and got it wrong.


My best guess would be that it is D. conducting background research

An analysis of group identifies is a management tool very useful due to it shows strategics questions as who is to be considered.

By the other hand a citizen action plan is a tool to establish and order the process of planning of activities in citizen action.

According the theory of the concepts the step to take in consideration is Evaluating the public policy alternatives.
