The Americans with Disabilities Act claims that "The continuing existence of unfair and unnecessary discrimination and predjudice denies people with disabilities the opportunity to compete on an equal basis. Why do authors include part 2 in this section? How is part 2 related to the claim?

It is basically written there just to reinstate and to make it very clear that Disabled Americans no matter how different they may seem to appear they are to be given the same rights and opportunities as is anyone else regardless of their disabilities as would a person with no disability.Part 2 is related to the claim because it is the one in which gives us the basis of the act and of the claim.
