The correct answer is - B) the government discouraged long-standing religious ceremonies.

In the territories that the Romans conquered, they encountered lots of different religions. They were very aware of the power of the religion, and that it can keep a certain community well organized, unified, and segregated, so they were not very fond of allowing the other religions, apart from theirs, to be practiced, or if they were allowed, it was only as a symbolic short ceremony on special occasions.
