60% shopped for clothes....that means 40% did not shop for clothes.
2500 people did not shop for clothes. So, 40% of what is 2500...

0.40x = 2500
x = 2500/0.40
x = 6250 ...total people

6250 - 2500 = 3750 <== people who shopped for clothes
