the equation of the line that passes through (x1,y1) and has a slope of m is
y-y1=m(x-x1)

the slopes of perpendiculare lines multiply to -1

y=mx+b
m=slope
5x=3y
3y=5x
y=5/3x
slope is 5/3
5/3 times what=-1
what=-3/5

slope is -3/5
point is (-5,5)
y-5=-3/5(x-(-5))
y-5=-3/5(x+5)
