60/4=15, so the swimmer did 8 laps in 15 minutes, so 8*4 = 32
The swimmer does 32 laps per hour.

if you are asking for rate of laps per hour then you would simply multiply both numbers by 4 so 1/4 times 4 is 1 full hour and 8 laps times 4 would equal 32 so the rate of laps per hour would be 32 laps per hour. hope this helps
