based on the ratio 84 people support the act because 210 divided by 5 times 2 is 84

In the ratio, 5 is the max. In the survey, 210 is the max. Now, what times 5 = 210?
You can find that any way you like, though I prefer division.
210÷5 = 42
Therefore, 42 is the number you will multiply by 2 to find you answer.
42×2=84
