divide the top equation by 2
-4x+2y=-1
add that to the 2nd equaton

-4x+2y=-1
4x-2y=1 +
0x+0y=0
true
that means that they are the same line
the system is consistient and dependent (infinite solutions)
the solutions are all points on 4x-2y=1
