The equation of a line starting from two points is:

y-y_1=(y_2-y_1)/(x_2-x_1) \cdot (x-x_1)

From the first point you get: x1 = -1, y1 = -2
From the second point you get: x2 = 3, y2 = 10

Replace x1, y1, x2, y2 in the equation of the line and you get:

y+2=(10+2)/(3+1) \cdot (x+1)

y+2=(12)/(4) \cdot (x+1)

y+2=3 \cdot (x+1)

From this you get the equation of your line:

y(x)=3x+1
