In order for it to be first person, it must be from the point of view of a character in the story, typically the protagonist. There are types of narration in which the narrator makes comments on the story, which may be what you are referring to, such as Hamlet's soliloquies in Hamlet or Fester Addams commentary in the Addam's Family musical. As this never mentions keywords "I" and "me" and does not include the author in the text, it cannot be first person. I would say it sticks closer to 2nd in the first paragraph. If you are referring to first hand accounts vs. commentary on other events, this most certainly falls into the latter category. While it does include an opinion, it is an opinion on an event the author does not directly know about and is only speculating others.
