in ohio can you have a passenger if you are 17 year old with temporary permit and is accompanied by 21 year old or older parent?

As per firsttimedriver.com: In Ohio, according to TIPIC (temporary instruction permit) rules: "All drivers under the age of 17 will not be permitted to operate a vehicle with more than one person who is not a family member unless accompanied by a parent, guardian or legal custodian."
