It would be C.

Two angles are adjacent when they have a common side and a common vertex.
Complimentary angles- either of two angles whose sum is 90
Congruent angles have the same angle.
Supplementary angles- either of two angles whose sum is 180

It is not supplementary because you can not add two acute angles together. To make a supplementary angle you must add an acute and obtuse or two right angles.

An Obtuse angle is an angle with a sum more than 90.
A Right angle is an angle with a sum of only 90.

The answer to your question is choice C. I, II, III. Two acute angles cannot be supplementary as two upplementary angles add up to 180. The most an acute angle can be is 89 and 89 * 2 does not reach 180. Two acute angles can satisfy any of the other conditions.
