When the Great Depression hit America during the 1930's, it resulted in massive unemployment and debt. Millions of people either lost their life savings in the stock market, lost their savings accounts due to bank failures, or lost their job. This resulted in an increased homeless rate within the US.

These homeless citizens created homes out of any material they could find. These towns were named "Hoovervilles" after president Herbert Hoover. They believed Hoover was not doing enough to help the American people during the Great Depression.
