A water molecule forms hydrogen bonds with other molecules. This is due to the electronegativity difference between H atom and oxygen atom giving rise to partial positive and partial negative charges. As such the dipole can interact with other ions to form hydrogen bonds

A water molecule consists of two atoms of hydrogen linked by covalent bonds to the same atom of oxygen. Atoms of oxygen are electronegative and attract the shared electrons in their covalent bonds.
