x= cost of souvenirs & snacks
$26.50 + x ≤ $40
subtract 26.50 from both sides
x ≤ $13.50
ANSWER:
Equation: $26.50 + x ≤ $40; He could spend a maximum of $13.50 on souvenirs and snacks.
