we know that
the equation of a vertical parabola is of the form
y-k=a*(x-h)²
where
(h,k) is the vertex
in this problem
y+4=12(x−7)²
a=12--------> a > 0 the parabola opens up
the vertex is a minimum
the vertex is the point (7,-4)

the answer is
the vertex is the point (7,-4)
