r^2 = (x-h)^2 + (y-k)^2
(5/3)^2 = (x - 9.2)^2 + (y + 7.4)^2

The generic equation of the circle is:
(x-xo) ^ 2 + (y-yo) ^ 2 = r ^ 2
Where,
(xo, yo): coordinate of the center of the circle
r: radius of the circle.
Substituting values we have:
(x-9.2) ^ 2 + (y + 7.4) ^ 2 = (5/3) ^ 2
Rewriting:
