They spotted one of the Submarines whose coning tower was visible as it was making its way to Pearl harbor. They sent this information to headquarters and started monitoring even further, noticing that a huge fleet of aircraft was coming towards them from the north. They believed that those were their own ships so they didn't notify anyone about it.
