Both society and government are needed.
Government should not exist; only society.
Government is far superior to society.
Common sense would tell a man to remove himself from both government and society by striking out on his own.

The speaker in "Common Sense" believes that...
A) Both society and government are needed.
Paine states that, unfortunately, government is a "necessary evil" whereas society is something to always strive to better.
